Designer and CSS wizard header and footer - Sydney hours

I am looking for a designer and CSS wizard who can help me with a corporate/professional website project in Sydney. The main focus of this project is to make changes to the header and footer of the website. The specific requirements for this project include design updates as well as CSS and functionality improvements. This is a small job - using CSS and basic design to match a new header and footer to blend with an existing website. This is a small job I am using as a test for ongoing work.
