CMS-style admin pages for two SIMPLE html pages

This existing website ([login to view URL]) requires that TWO pages to have a self-admin CMS system built into it. Clients want two separate admin screens they can log into and allow them to upload documents easily from anywhere. The pages in particular are: [login to view URL] and [login to view URL] The look and feel should remain the same: YEAR in light blue, DATE in italics, LINK as it is, and all documents are housed within a particular folder on the server. It does not matter to me whether this is an off-the-shelf solutions, such as Joomla or a custom-made solution, as long as it works and requires no upkeep. This engine should allow the client to log in to a standard browser admin page and carry out the following edits to the website: - Changes to the content of two pages; - The upload of new documents; - The deletion of documents, titles, headings; the admin pages need to have minimal branding - the logo and a color scheme which I can provide. That's it, this is an easy job! The website is VERY old, nearly 10 years, so it doesn't even use CSS.
