clone of cms/adminstration panel

I need a clone of eros [login to view URL] content management system /administration panel, My site is very is very similiar so a clone would work fine but the clone should look different than theirs with differant color schemes and differant look but same features and functions. I must be able to re-use the clone with over and over again with differant city names because each city has its own URL so I must be capable og re-using the content management system/administration panel. The clone must be installed on my server with new web pages wish is aleady design and made to see if clone is working properly, my budget is no more than $400 dollars for this project.
