Convert Python Function FSum from C code to Delphi code

In Python we have from C summation FSum function, that can return exact sum of real numbers sequence(array). Its a bit complicated coz using Shewchuk's "Adaptive Precision Floating-Point Arithmetic and Fast Robust Geometric Predicates" print source and based on tight principles of IEEE-754 arithmetic.
