Application capture XML data timely

Hello Coder, I want someone develop a complete application (with sources codes, also help me to solve the live deployment and setup problem) about capture XML data from a Horse racing website. When I success login the secure page, I found the website create some XML files in folder “C:\Documents and Settings\USER\Local Settings\Temporary Internet Files\??, please refer to attached doc. It contains several selections of pools, what I need is WIN, PLA, QIN, QPL and the POOLINVENTORY. The website will auto fresh the data (XML files) about 10 second timely. What I need is to capture the changing of all the above XML files data (maybe you have idea that capture data by received HTTP instead of XML files). I want the application can capture DATE, RACE NUMBER, TIME and ODDS from the above selection of files, said every 10 second, then store it into ACCESS or MS SQL Server. I prefer it written by VB6.0 or VB.NET. Please show me how you design this project, shoe me solid solution how you do it. Do not said something irrelative or introduce yourself, spam bid.
