Advertising website needed!

I need a advertising website for webmasters! This website is supposed to create an account for webmasters, which will enable them to add their various website links(say 100) into their account. A single unique redirecting link will have to be created for every account that will enable them to redirect hits or clicks to particular website link in their account. The decision of redirecting the hit or click to the particular website link will depend on the number of hits assigned to that link(say 1000 hits) and also on the priority number(say 1,2,3..100). Depending on these two parameters the hit or click will have to be redirected to a particular link. When the number of hits for any particular link is reached the website link should stop receiving more hits. Also the priority routines have to be refreshed accordingly(say if the link was 20 in priority, after receiving all hits it becomes 0 and the next that is 21st link becomes 20). Also every hit or click should be tracked , that is the statistics of the hit i.e referrer, time, date, whether unique, IP, etc should also be provided for each hit. The site must be extremely robust and fast. Also a script should be written for automatically uploading links into the website from a text [login to view URL] is the webmaster types or copies all his links one line at a time in a text file and the script reads from that file. Also the number of redirects have to be regulated. That is every account starts with 500 redirects and when that limit is reached his redirecting link or page is deactivated .Before the limit is reached he is automatically sent a email informing him of the limit being reached. He then has to add more credits or redirects to his account. Some more scripts for affiliate tracking for the site and other activities will also be needed . ## Deliverables Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. Complete copyrights to all work purchased. I will pay through paypal to escrow. You will need to provide support for the website for the first one year. 30% of the payment will be paid over a period of three months after the website is installed and running, in case you don't provide support. If you win by bidding a low or lowest amount that does not mean the script has to suffer or if it is found that enough interest is not being shown in the application I would have to start accepting bids again that is if the script is suffering. ## Platform The program should be written in cgi/perl and should run on the linux system. ## Deadline information Bid only if you are confident.
