Develope a Php function that scrapes information from a site

I need a php function that scrape information from users loged in a website. The website requires loging and password to get the users information, but I know that it's possible to get the information without login, since there are some public accesible datas. The employee will need to create an account, run some test, check the behaviour of the site, probably study the http requests information, and get a code that extract the html information from an account without login, just with the user's id. The employee will deliver the whole code, and he will be paid after checking it works in my own server. Please, give some basic information about what technologies for scraping purposes you would use, with the bid.
