A web-based bulk emailer - (repost)

The bulk e-mailer should be like any other bulk e-mailer online but MUST be web-based and NOT any form of software to be installed anywhere. ## Deliverables Some features which need to be included: Email List integration or in a way I can easily upload or paste a mailing list. I want this to accomodate unlimited email addresses. The form fields i need them as the following : From email : From name : Reply to: Subject : Message : * 2 options HTML format and normal text to be selected Messages sent are not to appear as forwards, just as a normal email. Sent emails should arrive the receipents Inbox not to Junk and Bulk mail folders. When you bid, please indicate if you have done similar job in the past. Coder can articulate and explain in english how he will complete the tasks described, time-frame, amount of server space needed, any legal issues (if there are any) plus how to way to ensure the emails get to inboxes and NOT Bulk mail folders, and anything else you feel I should know about this project.
