A program to take a dbf file that is produced by our timeclock system and convert it over to a modified csv file to import into our payroll system.

I need a program that will take a dbf file that my timeclock program creates each payroll and pull the following information out of it
Column 1 - Employee Number (leading zeros removed) Column 2 - Date Worked (MM/DD/YYYY)
Column 3 - Worked Department (leading zeros removed) Column 4 - TOT-WRK
Column 5 - HOL
Column 6 - VAC
Column 7 - FMLA
Column 8 - TRAVEL
Column 9 - CALLOUT
Column 10 - ADDAMT
Column 11 - CALLOT
and then save it as a csv files like below 1,06/27/2005,10,8.72,,,,,,, 6,07/03/2005,10,,,,,,4.15,,2
It would create two seperate files one for Worked Department 0-99 and another for 100-199. I would need to be able to run this from a command prompt and also need the ability to change the names and location of the 3 files. Input File Output 0-99 and Output 100-199 I had a program that used to do this but because of some changes I need to have a new one designed. I have enclosed a copy of the dbf input file and the ascii output file.
I would also like the raw souce program file for future use if changes are ever needed.
I also need to add that the time that comes out of the database is in minutes and needs to be converted to hour.hundredths.
Another note the database does not lineup the data column to column but if there are hours for that category it send it out in the first open category. The csv file would have to always put them in the right column. So in the database TOT-HRS","523" and then there might be "CALLOUT","45" next or "FLMA","45" next just depends on what has data in it.

Program would need to be able to run on windows xp or 2003 server.
