Are you looking for something just to play online or something in the form of a downloadable app? Also, you mentioned Flash. If you plan to include iOS devices, Flash is not an option. I can build this game using jQuery and other 'iOS friendly' technologies. Are you planning to monetize this game? Do you have a more detailed spec for the app? Do you have the graphics or will you need this part done as well? I did watch the video. I used to play a game called Spades which is about 99% the same as the game you want.
