App for Android AND iOS

What i need to be done is simple. I need an app to be coded which will alert anyone who downloads it of any incoming missiles/rockets/bombs. The target market is the Palestinian innocent civilians, so ideally any rockets from Israel. I want the app automatically to red alert with a siren sound, like an alarm clock, the user when a rocket is said to be launched. There are three/two ways: One (more logical), by user feedback, so users will hit the response button for a rocket after they have seen it, in the direction it is going, ie north response button, south response button etc. and after a certain number of responses ie 25, a widespread alert will be sent to everyone whose got the app, and the response count will save and reset. Two (logical) if there are sirens on ground, then for the app to red alert when the sirens in Palestine go off. The app will section off into each town/area of Palestine, and red alerts corresponding to each town and last known rocket. Plus, if its based on user feedback, the amount of users which thumbed up the last known rocket to land in that area. After clicking into each town the user should be able to see a summary of rocket times and landings/even pictures. If you have any more suggestions please let me know. NOTE: This app is not designed for misuse or terrorism. This app is designed/will be designed to indicate to innocent civilian Palestinians/news crews etc. that there is a rocket on the way and they should evacuate the area/seek immediate shelter. The app should also store data of time and place of any recent rockets fired into Gaza, and finally should also feature a social media function to enable users to share recent rocket alerts on Twitter, Facebook etc. Plus a possible messageboard limited to 147 chars per person/per message.
