The way you are asking solution is easily doable. But the best way is to use SSIS ETL tool to extract the data from CSV file and move into MDB after doing of all kind of manipulation. This SSIS package you can schedule on SQL job also. You need to just place CSV file in specified folder path. Thats it. Let me know if you are ok to discuss further.
