Online Bankruptcy Class Site (Programming & Design)

I need to have a Website made that will offer two online classes. I need a completely functional site for our online classes (we have two classes, one taken before and one taken after bankruptcy). I want the look of the site to be simple and very easy to navigate, but above all to be functional on our end. We have the content, and during the class the student inputs information about their current financial info, so I will need that aspect of the site to be able to gather information and reference it based on percentages in later parts of the class. Here's an example of what I mean, if they input that they make $2,000/mth and they are currently paying $800/mth for rent then the class needs to reference that in percentages (ex: "you are currently paying 40% of your income towards your rent). Other parts I need it to have some graphs w/ the inputted info the student provides. Some of the site examples mentioned above have an automated narrator reading the content (not a person because it sounds computerized), our site needs to have that. The samples sites I mentioned all have specific criteria they provide, and therefore I would like to clearly identify more info of what these sites offer. Aside to what has already been mentioned, I would like to add more to the description of the tasks and functionalities that the finished website will need to perform: *Site will need to have a student login for the student to go back and continue the class where he/she left off, and it will need to track where the left off *Site will need to have a login area for attorneys to go in, and see how far their specific client has gotten through the class, and if finished the attorney will need to have access to the certificate of completion that is issued to every student at the end of class *I would like the second class to be in flash format, it will have quizzes (multiple choice) and it needs to make sure that the quizzes are functional *I need to make sure that after both the first and second class that the student is emailed a certificate of completion (within one business day of finishing) *The class will need to have "next" and "back" buttons after every module, but the student can not skip sections if a certain time hasn't lapsed *Myself, from an admin standpoint will need to have a login (backoffice) so I can access student's info and see both student's and attorney logins *Both classes will need to have a computerized narration of the content *Payment integration - we are planning on using paypal pro, and that will need to be functioning on the site *The site will have additional pages such as, About Us, Contact Us, Privacy Statement, Info on 1st Class, Info on 2nd Class, FAQs, Disclosures, Attorney Login, Home Page *Exact Site in Spanish (so an option where the same site is accessible in another language) - we have all the content, but we need the site to have this functionality *The site needs to be able to have it email the user (student or attorney) their username/password if they forgot it *At registration the student will be asked security questions, and these questions will be asked randomly throughout the class, to ensure the authenticity of the student (that the student taking the class is the person who registered) I want to be clear as to what a site will need to do.
