My proposal here for your requirement is - -hosting the web application in Elastic Bean stalk(EBS) using t2 nano instances. - leverage EBS configurations to set scalablity rules. Make sure atleast one web server is running always( Can we increased more than one if you need it) - EBS does a regular health checks every 15 mins and reports the health of application id degraded using SNS service. - I will deploy the EBS stack in cloud formation using yaml - I will use chef as my configuration tool mgmt. You will charged for the running EC2 instance(which is $4.25 per month) and a small amount for the notification received regarding the web server health($2.00 per 100,000 emails).
