Responsive/CSS Layout Development from provided concept

We are re-scoping a e-procurement site we have to be responsive and more agile to the changing user marketplace. Ultimately, this project is based on a graphical template that WE have designed, we just need someone to interpret that into a responsive layout with a number of required functions. We are looking for someone who is an expert in CSS/Jquery/ajax...having code that is efficient and effective is crucial. Details of the project: - All graphics will be provided to the developer by our team, as well as graphical screen shots of how the site should look when developed. - There is really ONLY ONE VIEW/PAGE that needs to be developed, but the view has the following requirements: - menu slide out from the left side. There are buttons on the left side of the screen that will enable slide out content. I have attached an example of this, please see figure1.jpg. This needs to be able to pass data to the main page without page refresh via form submission, etc, so it must demonstrate jquery ajax compatibility (just a simple function submit function and ajax page load with "loading" graphic while page data loads. The requirements will be provided). - there will need to be a modal integrated with a couple of requirements, fading around the edges (again, we can provide graphics) so visual manipulation, and again, needs to have submission to page functionality, so again needs page load demonstration with jquery-ajax. There are 3 different views inside the modal that need to be interpreted to code. - the main container needs to be see through to the background of the page (customized backgrounds are part of our framework), so understanding layer opacity with elements presented on top of the layer (that do NOT have opacity) is also a must. - The layout is a 100% min-height type of layout. You need to be pretty familiar with how to layout a site with css. - page layout is centered. I can't reiterate enough the need for understanding dynamic layout builds via CSS with the changing requirements of responsive design. - Compatibility is very important. This site needs to be 100% compatible back to IE7. The form elements must, obviously, be compatible with mobile devices. - The product columns are max 5 products. A product is 242 pixels wide. So you'll need to configure the responsive layout to have "container" width keys for every product drop off down to 2 products wide, and then it will default to mobile width afterwards. The "responsive" layouts will be uniform up until mobile in which all of the different link functions will be presented on top of the product selection instead of on the side. Must know how to hide and relocate these elements once mobile layout size is detected. - The code must be CONCISE AND WELL FORMATTED. The desire is to only have two external libraries in the entirety of this project, Jquery and Google Fonts. The expectation is that the CSS sheet will be external (so a .css file, not just CSS slapped in the HTML) and that the HTML will be as efficient and well organized as possible. Finally: - on acceptance, you must agree to NOT USING ANY OF THE PROVIDED VISUAL ELEMENTS in any other projects, and must also agree to not use any of the formatting generated in this project with any other projects. - you may not share the work you develop in this project with ANYONE, for any purpose. This is proprietary information. By submitting a bid, you are communicating that you understand these requirements. ---- Payment and timeline: for a skilled CSS/jquery/layout developer, this project should only take 25 hours of development due to it being limited in nature (only a single page layout). Additionally, I''m allocating about 10 hours of revisions. 35 hours at $15/hr is approx my expectation of cost, so bids should be around the $550 range, with additional $$ coming for follow up projects for a developer that does a good job. ---- PLEASE EMAIL ME WITH QUESTIONS BEFORE BIDDING.
