Spatial ability tests are interesting. Do you want the freelancer to come up with such shapes or the shapes will be provided? Making the model or giving out a specific view is not really a difficult task as quite familiar with this stuff. Also, all the 4 types or parts in the pat will be covered or just the keyhole and top front end section? Look forward discussing it with you.

Hi, I do 3d modelling and rendering. If you just need the keyhole shape made then $250 is way to much, so I'm assuming that you have other shapes to model as well.
