I work in After Effects every day, and the effect you are after is a relatively simple, yet an effective one.
You are correct in that it turns the 'layer' into a faux 3d one, and a camera pans virtually around it.
To enable a high quality effect, the logo mockup should be provided in .EPS or .ai format, and if possible the wooden texture in as big a resolution as possible as a separate file.
What I will do is composite both the wooden texture and logo together, to appear as it does in the example, and animate some camera movement.
I propose a 5-10 second should serve best. I also suggest investing in a music stinger to give the video that extra bit of energy, much like the example from videohive. Audio jungle have a great number of short bumpers for this. If you get one, send it through via dropbox for me to add.
Plus, since I'm located in Australia, I can get the work done while you sleep, and am also keen to collaborate on future projects if the need ever arose.
For the project cost, I would create two videos of differing camera movement, so that you can choose one you like best. Any refinements would be an additional $30USD per change.
