I need a vba and excel expert -- 2 updating Job details

Currently using excel RTD to monitor stock data. Need a program that will interface RTD, API or ? to scan, filter and ? for stock, options based on personal criteria. I'm proficient in Excel and I know what in the program just need a good code writer. Im open to the programming language. Below, I have tried to detail what I’m looking for. It should provide a good view of what I need. If you have any background with the US market, options it would be helpful but I don’t think it’s a major deal breaker. Please, review, provide price quote, time table to complete and any questions please do not hesitate. Historical daily prices: I need to enter stock name and retrieve historical data from 2 no password sites. With the option of the time frame I need. Then, download as default cvs., avoiding data exceed errors. Typical download file size is after master worksheet is established is around 1k per stock inquiry. I already have a large historical EOD database so this would be use to update the stocks that have not been recently updated and EOD for all stocks. AND FOR THE EOD prices for Stocks: Before storing the data in the master worksheet I need to run a few basic calculations on each stock historical price day. At some point in this process I need to append the data to a master worksheet which I assume would contain the above mentioned “Historical daily prices “ in excel that I have. Once, this master worksheet is established then it would only require the end of day price updated of a file size of ~1k x 5000 individual inquires. Is this possible to do for around 5000 stocks end of day using a no password website such as CBOE without incurring a data exceeded error and block from the website? To be run after markets have closed. I’m assuming that my need for Historical daily prices: and EOD prices Stocks: would be almost identical. Communication link would be RTD provided by Ameritrade, IB (API), or To be decided. All brokers have a limit on data inquires per time frame. As, with all of the above requirements I’m open to different solutions that you might have including the use of java, C or ? All data ends at excel use. How it gets there I’m open to? This is a non commercial use program.
