Write an iPhone web based application with a PHP backend/admin panel

I want a simple iOS application that uploads receipts from mobile camera/gallery to database. Which includes information like Inovice date, Vendor, Invoice ID,Invoice Date, Details, Tax amount, Total. And when a receipt is uploaded from the mobile the admin is notified by notification and is required to verify the expense receipt and then is added to the database. And a php backend to see the invoices, of course a mySQL Database! This project is simple. No need to work on graphics. Just an application that does the mentioned tasks. A User management system will also be an added advantage. This app will not be for sale and is for company purposes only.
