We have a woocommerce site that is already built in a dev / sandbox area.
the site DOES NOT NEED TO PROCESS PAYMENT.
the site is simply for clients to request orders, the products are placed in the cart, order completed but no payment needed, just a message that request was received.
The needs are:
1) when someone sets up an account we need to add three additional fields
a. Chief / Department Head Name
b. Chief / Department Head Phone
c. Chief / Department Head Email
2) when someone with an account places an order, three people get email notification of the order:
a. The account holder
b. the web admin
c. the chief / department head email given in the account
3) make sure woocommerce doesn't ask for payment in checkout and then submit order and get confirmation message

For the first option, do you need to add these as custom fields in registration form?
I can add multiple email addresses for order confirmation email and bypass the payment.
I've already done similar things, I'll do all the customizations in child theme or custom plugin so nothing breaks on update.
I'm available to start immediately and I can finish it in a day.
