Hi, it looks like Ruby's capabilities for DSL combined with using some sort of machine learning algorithms (classification and ranking comes to my mind know), are a way to approach your problem's solution. Even though, I still don't know much from your brief description. I'm a hacker-kind of developers, my IDE is 'vi' and mostly unix environments, work well with Ruby-on-Rails & Phyton, also with R.
