Hello. I have access to a few MIDI keyboards and I have some experience using midi with Python. I've been using both Python and C for several years and I'm sure I'll be able to do what you need. I've also been experimenting with making music on Windows for the last 10 years, mainly with MIDI keyboards/controllers and virtual synths so I have the domain knowledge.
