Create a Wordpress Function that Creates a Page Template which Contains a mySQL query

I need someone to show me how to create a Wordpress function on my development site that does the following: It needs to create a page template, and the page template needs to display data from a specific mySQL table. If there is a better way to do this, or a more efficient, or best practice, that is fine. I do not want to use a Wordpress plugin to do this though. You must be able to work with me on teamviewer to show me how to do this in chat. The data I want to display just comes from a simple csv file that was imported into mySQL . I already am logged into phpmyadmin and have the DB name and DB table. All your job is will be to tell me the best way, and show me how to get this table onto a Wordpress page, without using a plugin (I am very familiar with plugins already existing but can't use one this time) Preference will be given to someone available right now since this is a time sensitive task I need to have done very soon.
