Bug reproduction

A customer of my ecommerce store [login to view URL] can't finalize his order cause he told me he has a problem by finalize the checkout (he told me he cant calculate shipping costs on the onestepcheckout cause he cant insert the province). The first user able to reproduce the error and that send me via private message the steps to reproduce it and with which browser will receive 30 usd. Its not necessary to finalize the order.. just select paypal/credit card and then dismiss the payment. Attached a screenshot where u can see which sample data to insert in the onestep checkout.
