Custom Shipping Form (functioning with Table Rate Shipping plugin) to allow vendors front-end ability to set, update, and manage shipping options per product

Hi - I'm in need of help on a pretty difficult project. My website is [login to view URL] I am running a WooCommerce Marketplace using Product Vendors. I'm in the process of having a custom Front-End plugin installed to give vendors clean and easy front-end access. The last piece is to create an easy shipping form that will allow my vendors (in the front-end) to set their shipping preferences for per product. I have purchased the Table Rate Shipping Plugin. You will need to play off this to allow for easy integration of the vendor information. I need someone creative, hardworking, and who has the ability to put this together. I was working with another developer found on codeable and he was unable to deliver. He did handover what he currently setup... you can find that here [login to view URL] So there is potential you can piggyback off his past work, or you have the freedom to develop something from scratch. The absolute deadline for this project is Tuesday, (April 14). I also don't have an expansive budget. So i need good efficient work. Someone who has a plan how to accomplish this from the start. The finished product(form/plugin) should allow vendors to set prices for their products, to the different locations we ship too (ex. US price, CAN price, AUS price), and allow for different shipping options per product (ex. Ground, 2-day, Overnight) which the vendor can create on their own. It should be easy and intuitive, efficient and effective. Once a vendor updates information, it should automatically populate the Table Rate Shipping plugin (or a different option if you think best).
