Build a simple Database Manager to store millions of records, able to filter, import & export contacts

i will use indexing in the table and write the optimized sql query to fetch the records i can do this task, I can proved you web based Application on ASP.net. I have done this task in my lots of projects. I will give you a form with the Uploader from where you can select your excel/CSV file and will save in the database, And the uploaded records will be shown on a list with the filter. You can export the filtered record from that list. I will give you a button on that list to export the records. I have 5 + year Experience in IT industry.
