Information extraction from KMZ files and webpages.

Hi, I need simple software to: (a) Download multiple KMZ files from the Internet. (b) Extract ALL available information (text and coordinates) from the files. (c) Access webpages using several links provided in the files, read the pages and locate the desired information. (d) Save the info from the files and the webpage in a MySQL database. (e) Periodically download the files. Check the info in the file, compare them and if there are discrepancies, access the webpages. Alerts/logs must be displayed when discrepancies are found. (f) Control, via alerts, some of the information extracted. Alerts must be configured by user, according to some status. (g) Filters must be provided to allow the selection of info from database. (h) Polygons with different colors must be plotted on Google Earth. Developer must have experience with Google Earth, especially with coordinates and polygons. Before the developer is hired, I want to perform a test using the attached files to see if the objective described on item (a) above can be achieved.
