Adapt a .PSD Design to a Joomla Template

This is a simple Project for any freelancer that knows a bit about Joomla templates. We have a .PSD design, very simple, and need to use it to create a Joomla template. The good point is that you can use the structure and code of any existing Joomla template, paid or not, as a model (we don’t need original code). Just take the most similar existing template and make the proper CSS changes to make it look like the .Psd. We don’t need custom programming, nor custom modules, etc. just the template to look like that. It must look the same in different browsers and screen resolutions. We think it can be done in a few hours. Maximum budget for this project is $ 75 (+ a plus if finished fast). Thanks and happy bidding!
