I already have a program mostly created with the server side written in PHP with a MySQL database. The desktop side is written in Java. The program does not run, it is incomplete. I believe the current code to be inadequate. I would like this program re-written in C# for the desktop and PHP for the server with a MySQL database. The program is a proxy application which checks against blocklists on a cloud server when there is a request for a url on the end users pc. This only happens on a browser request and not a mail client etc.
