Membership Site

I need a plain Membership site which I will do all of the design. I just need someone to do the script and database. This site must do the following: Assign each member a number Record each members email, address, telephone #, friends name and allow them to upload a copy of their ID. Allow each member to have their own email address at my site (123456(at)[login to view URL]) which will forward all email to their personal email account. Allow Members to login and add names and change info on their page. Charge members 8.00 for 1st friends name, 7.00 for 2nd friends name, 6.00 for 3rd friends name, 5.00 for every additional friends name. Paypal and Google checkout built in. Must verify email personal address. Site must be secure!! Full admin ability for the site administrator. How the site will work: A person will signup for as membership and after paying the 8.00 they will be directed to a page where there email address and other info is located. ( their membership page). When ever they add another friend it will charge them the appropriate amount before adding the friend to their membership page. Every year it will charge each members for the appropriate amount of friends. The year begins on the date each friend is added.
