We are in need of a web-based backend that is kind of a cross between a LMS (Learning Management System) and a shopping cart program. This backend will be used to manage and deliver training content as well as keep track of usage and billing. There will be two basic types of users, members and non-members. Non-Members will be billed on a pay-per-view basis through a credit card payment gateway. Under their account they will be able to view their usage history. Members, which can only be created buy our staff, will have an account that we can keep track of and bill their usage of training programs. They will be allowed to create sub-accounts to be used as customers, depatrments, etc. The highest level member will be allowed to assign the right for the sub-account to make sub-accounts and it should not go any deeper than that. It is preferred that the code be written in PERL. This is intended have high volume usage and should be designed with usability and scalability in mind. I am capable of completing this project myself so I know exactly what I expect as a finished product. I am not awarding the project based on the lowest bid. I am looking for qualified coders that can deliver quality code in a reasonable time frame. I prefer a coder in the US. A SRS (Software Requirements Specification) is attached for a better idea of what I am looking for.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).

The system is an Intel platform running FreeBSD 5 with Apache 2, MySQL 4, PERL 5, and PHP 4.
