PDF / EXE Program

Have several pdf files that I want to be able to open in an exe program off of a cd-rom. User will select from about 10 categories (or folders) of information, each folder contains several pdf files (max. 38 pdf files per folder but usually less, customer will then select pdf file, and final pdf file is then openend in program. Customer will be given the option to print the file also or begin process of viewing another pdf file in the same or different category. PDF files area already created, just need program to open them in a Wizard-like interface. Looking for plenty of bells and whistles, arcade style (or wizard) interface that is both attractive and extremely functional. Folders containing pdf files total over 70mb in size, so some type of installer program will have to be included, or better yet perhaps, clients can run program right from cd-rom. Your choice for best efficiency. Program will also provide option to download / install free adobe viewer if they do not already have it installed on their computer.
