Template Modification and Website Design

I am looking for a developer to modify a specific template to my custom needs. I want this template to be responsive on desktops, notebooks, netbooks, tablets, and mobile devices. This template modification should utilize the original template from CMSTeachings that I have permission to modify. I want to keep it simple. I would like to keep this template html 5 and CSS 3.0 based. I would prefer the template to not have a lot of flash stuff, or Iframes and javascript or other script applications. I would like the site to be flexible in nature and have a header, main menus, showcase, footer 1 and footer 2 positions, it should have a basic 3 column layout with the main, center and right columns acutally having 2 columns each. Ie the site would be able to have actually 6 columns. The developer should include a background image for the site, along with utilization of social media icons. The background image should be a CSS sprite and the wings methodology should be eliminated and one larger image should replace it. A basic site has been created. I need to have the site modified as well.
