A Server Administration Services. Pro Apache skills needed

I Need someone With Apache skills to administer my server. My server has downloads and a website based on Joomla. Its hosted on Apache which keeps on bringing some issues (requiring a restart almost every hour). Apache has also not been properly optimized to take care of many requests (like 1000 simultaneous users). as apache only uses about 100mb while the server has 8gb of Ram. You should have great Apache, Mysql, Joomla skills to ensure that the server is tuned properly. You should also be able to analyse the security of the server. You will be hired regularly on hourly basis. The website is not hosted on a Cpanel, but on a virtual server (that you shall connect via RDP and do the configurations).
