create a custom Blog in PHP

Hello, We need to create a custom Blog in PHP/Mysql with the below features: 1- Manage categories (add-edit-delete). 2- manage posts add-edit-delete posts on each categories. 3- each post should have a picture, text, meta tag, title 4- the url for each post should appear like this [login to view URL] 5- all the images we will upload it and should have full url and indexed, example [login to view URL] please submit your bid and note that no payment in advance or milestone is accepted
