website for registration and marketing

i like to build a website for contest. i will provide the website interface and design. i just need a developer to make system for this process.. 1. people signup register in the website then the page will direct to another page 2. people will answer some question (contest question) then will direct to another page [login to view URL] where people will have to invite their friends. invitation will be by email where they can import they email address to website and website will email to all the emails address.. then will direct to another page [login to view URL] they have to at least one time post about the contest in their facebook. they content will be provided in the website they just need to login and click the submit button and the content will be post in their facebook wall status... and their fb page.. all the details submit by the participant will be stored into database and an admin panel is needed for admin to see how manymembers have join and they details submitted. this is a simple project and my budjet is for the cheapest around 100usd. bidonly if u can do this... like i said i only need the system. website design i will do it myself
