Photo retouching and manipulation

I will share 2 folders via google drive. The first folder has 2 sub-folders: "remove dustspots" and "retouch". In "remove dustspots" folder, the images have some dust marks on them, some of which are easily visible and some will require some observation to see where it appears on the images. In "retouch" folder, these images have also dustspots in them which need to be removed but also give it a moody feel by adding dark clouds or even adding something to the scene to make the overall composition better. In "folder 2", there are 101 files. Here I want dustspots to be removed or manipulate the image in such a way that gives it a moody type of landscape by adding clouds to the scene which would automatically remove the dust spots.
