This is a basic analysis of structured data. The deliverables are (i) the reports, (ii) a clear narrative of the approach taken, clear enough that someone could use the narrative to conduct the same analysis for another year, and (iii) for each report any scripts/code used to develop the report. I'm fond of pandas or R for this, ideal platform is ipython notebook, but I'm open to other platforms. See attachment for details.
