Need to add StartApp ads with On/Off ability

I already have app with admob ads. And I want to add StartApp ads with On/Off option by using Jason or something when I want to change it. Video Ads and Interstitial Ads must be pre loaded when app is started to avoid loading time if user press the button and trigger the Ads. And after that ads, another activity must me started. And also I want to change current Admob banner to Smartbanner. I have 40 USD for this project. Thanks
