Audio capture/play App

We need to develop an App for android and iOS platforms to deal with sound. Basically, we need something like this: The APP allows you to measure the acoustic response of your room using your Android or iPhone. You can view the measured reverb time (RT) in octave bands and then simulate how your room acoustic response will be improved when adding acoustic products, such as acoustic panel, bass traps diffusers, etc.. You can enter room dimensions and select the type of room for which you are projecting. The app will then tell if your room meets the expected RT and you can select products to perfect the answer accordingly. The App allows you to take a measure with an internally generated signal if you are able to play it through a speaker system, or using an external impulsive source, such as a balloon. Compatible with built-in or external microphones. It's a real time audio application! We believe using a cross-platform such as xamarin or ionic should be advantageous. Audio signal processing modules should be budgeted as a separate job. It means that the project quotation can be divided in 3 parts: 1- a mockup functioning (almost the user interface with connections between views); 2- the complete APP including calls and toolbox for realtime audio but WITHOUT audio signal processing; and 3- the complete APP including calls and toolbox for realtime audio AND audio signal processing.
