Raspberry Pi Video/Audio Streaming

We are a startup developing a product for streaming church services. We are looking for someone to create and detail what is needed to program a raspberry pi 3b or 4 to stream audio and video in the best quality for display on a website/mobile device. The pi currently has a usb microphone adapter and a pie camera with attachments. We want to place the live feed of this camera on a clients website. The pi will need to create a bluetooth LE signal for configuration. The configuration will include ssid, passkey, hostname and passcode(4 digit code). The hostname will be used to connect to the device from an app we will create to handle setup. Once the configuration is updated and the wifi is connected the device should disable the bluetooth for security. We also need the ability to turn the stream on/off from a mobile device as well as turn on an led when device is on. hostname/on : Turn Device on, return bool as success code hostname/off : Turn Device off return bool as success code hostname/status : return bool, 1 on - 0 off
