Create a Java class that use key files to generate SAML 2 AuthnRequest

Using the keys ([login to view URL], [login to view URL]) create a SAMLRequest url which includes the following parameters: SAMLRequest, AlgSig, Signature Preferably without Spring and third party libraries unless there is no other choice.
