Driver hire app

I need a responsive website. I would like it designed and built. The theme is an app designed for the iphone, android and desktop web platform to book travel with a private driver. The user should be able to select their pickup and drop off point and start time and number of passengers adults and child/ cat seat requirements etc. This will calculate the price of the journey based on driving distance. Once confirmed and payment is made the job goes into a job pool. The drivers can select a job and it should add to the drivers schedule - automatically checking there are no overlaps in bookings. If there are overlaped allocations then the job goes back onto the job pool and another driver can pickup the job. Which can be re-arranged in order..of booking time, driver location etc. If a driver needs to cancel a job then the job goes back onto the pool. If the user cancels the job then an admin fee is charged based on the time elapsed from the date of booking until the job is supposed to begin. The earlier the cancellation the lower the cancellation fee. An admin page needs to be available to maintain a rota of driver availability and the allocated jobs. Once a booking is made a reminder should be sent into the users phone calendar and alerts should be sent to remind the user when their booking is due to start. At the same time as alerting the user about the booking the app should sync with the users contacts and ask to notify their contacts with an advert about the car and driver service - and send an invite to download the app and use the service. The user and driver should be able to communicate through the app and leave a rating or feedback for other users to view. The design should be simple and easy to navigate.
