Build a website

I need a website built very quickly which will do the following: Allow People to create a profile. Profile creation alerts administrator who can make it public. They add to this profile posts which contain images, text, embedded video links to YT etc. The profile contains a button where people can VOTE for the person with the profile. They can share their profile and every individual post with their social network & email etc. When they perform this sharing action their tweet or email etc contains a link to their profile. People who follow this link get taken to the person's profile where they can click the VOTE button. Voting details are available for the administrator. Results are shown publicly to show whether a person is in the top 50% or the bottom 50% with a green or red "flag". When people VOTE they need to add their email address before voting. They then need to An email is sent to their email address. When they click CONFIRM their vote is then counted and is added to the owner of the profile's total of votes. People who vote can also share this e.g. "I voted for XYZ. Please can you do so also?" All email addresses from the people with profiles and the voters are collected and put into two databases. It needs to work really quickly and be a very clean design - which I can provide. I need somebody who speaks English very well as I need this done quickly and don't want to waste time with poor communications. Thanks,, David
