Add features to my website

Hi, I'm trying to create a free dating website. I already have a web host with 1&1 and have a free template. This is how the site is going to work (these features needs to be added): A Login system is needed: - You will register, sign up for an account, registration includes uploading your best selfie photo. E-Mail verification must be included. You can login to view your profile and other things. - There will be a page called "Rating", where your profile information such as name,age, average rating (if any), as well as photo (selfie) are displayed for registered users to rate out of 5 (star rating). The # of rating is unlimited, you can be rated a million times. Keep in mind, you are rated based on how attractive/beautiful/handsome you are in the selfie to the rater. - The site will have a match page where users similar average rating as you (e.g: 3.2/5) are shown for you to contact/match with. - There will a profile page for each user, with information such as name, country, and age. - There will be a PM (private message) system where you can send messages between matches ONLY. This PM system must update (refresh) at least every 5 seconds without reloading the page and must store PMs to database, of course. This must be secured. Basically, I want dating website that matches you based on your uploaded selfie, but first your selfie must receive ratings to receive matches.
