Graphics and Layout needed for developer portal

We are building a new public API for applications using our existing infrastructure. We need to create a new website targeting developers who provides documentation and other information to log into the system , get a API key, and use this new API in their applications. This new public API will target developers building applications for mobile devices such as Windows Phone 7, Iphone, and Android. The bulk of this new site is API documentation (text), the data for all of the documentation (Title, Content) is stored in a SQL database which is already built and running, no need to re-create all of the actual text. It needs to look nice, have a great feel and be super easy to use. ## Deliverables 1) All deliverables will be considered "work made for hire" under U.S. Copyright law. Employer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the employer on the site per the worker's Worker Legal Agreement). 2) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 3) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Employer's environment--Deliverables must be installed by the Worker in ready-to-run condition in the Employer's environment. b) For all others including desktop software or software the employer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this project. The final delivery for this project will be a HTML site with all the layouts and graphics. I will then take this HTML site and turn it into a ASP.NET site. the HTML for the layout needs to be valid , use CSS, and of course work well in Firefox and IE. We will also need all of the PSD's and fonts used in the design.
