Hello, I have experience integrating tracking devices; I have worked so far with Teltonika, Careu, Intellitrac devices. I usually go with Python for the server part; if a lot of devices will be involved I will develop an asynchronous solution. Do you have the communication protocol (documentation) for these devices?
