Build Traffic to my Twitter Application

I have a great twitter application but I do not have much time to work on the traffic building aspect of it. So I need help in marketing (building traffic) *NOT SEO* but direct traffic building. If you think you can do this, in your PM answer the following questions: 1) How do you plan to build traffic to my twitter site? 2) How do you measure success and project end time? I currently get about 30 - 40 unique visitors. I want this project to be done as cheaply and as quickly as possible. Notes: --> I do not want to use Paid Services like Google Adwords --> Methods that yield direct/quick traffic is needed
