Design a skin or template for SuiteCRM to look and function similar to Act CRM

We currently have Act! CRM. We would like to move our CRM to Suite CRM. I understand the Suite CRM has skins and a lot of different functions. If possible, we would like a software engineer to create a new skin and template to look and feel similar to Act! CRM. We would like the functions, like the dashboard to look and work like ACT. The address to map to also integrate like ACT.
