Design an RPM/Speed sensor for a bicycle wheel & a voltage regulator circuit.
The Voltage regulator circuit needs to be controlled by the measured RPM/Speed.
i.e if 0 RPM, Voltage = 0 Volt
if Maximum RPM, Voltage = 15volt
Need help to do the Circuit or Already available reliable solutions which we can buy within a reasonable price.
To get more idea about the circuit, I will explain the full experiment we are trying.

it’s a slot car race controlled with Cycle pedaling.
The slot cars need a variable voltage between 0 to 15 volt to control the speed.
In the video they might be using an actual dynamo or generator. To avoid the complexity we can avoid the generator part (or if that’s easy & cheap to use a generator we will go with that solution)
Or we can use 15 volt adaptor with voltage regulator.
